The <A HREF="http://www.usbr.gov/dataweb/html/northplatte.html">North Platte Project</a> extends 111 miles along the river valley from Guernsey, Wyoming to below Bridgeport, Nebraska. The city of Scottsbluff is near the center of the development. Lake Alice reservoir is formed by two Lake Alice Dams; the upper dam <A HREF="http://www.usbr.gov/dataweb/dams/ne01071.htm">Lake Alice #1</a> at the west end of Lake Alice and the lower dam <A HREF="http://www.usbr.gov/dataweb/dams/ne82903.htm">Lake Alice #2</a> at the east end.Lake Alice, with a surface area of 752 acres and nearly 6 miles of shoreline, lies almost entirely within the North Platte National Wildlife Refuge. The west side of the reservoir features an undisturbed bird sanctuary. As the reservoir is nearly drained during the non-irrigation season, there is no viable sport fishery in the lake. The east side is open to the public during daylight hours from May 16 to Sept 30. No improvements, services, or facilities.

Summer is the reliable window for Kilen Woods. Daytime highs run 70–85°F, nights 55–65°F, and the river is at its best for paddling and fishing. Trails are green and leafy, wildflowers bloom, and birds are active. July and August see moderate weekend crowds, but weekdays stay quiet. Bring insect repellent: mosquitoes are present throughout the warmer months, and tick protection is advised on trails. Conditions outside summer are less documented, but the park is primarily a warm-weather destination.

Reservations are required for all campsites. The park office at Kilen Woods is not staffed; Windom Parks and Trails office provides intermittent staffing and can be reached at 507-832-6030. Vehicle permits are required for state parks. Firewood can be purchased via Yodel outside the ranger station; gathering firewood is against state park rules.
